This has drawn Nanya's chip fabs, Quanta's LCD plant, CPT's LCD plant and AUO to the County, generating investments worth over 1 Trillion NTD. CPT is one of the world's top ten LCD panel and picture tube makers. All of its production facilities in Taiwan are located in Taoyuan County. Taoyuan's three major science-based industrial parks have now become key manufacturing bastions for the world's semiconductor and opto-electronics industries. ¡¿Taoyuan High-Tech Industrial Park¡G Businesses such as wafer fabs, photo mask production centers, packaging & testing plants and PCB makers have all invested in the park. ¡¿Hwaya Industrial Park¡G The Park is now home to over 70 high-tech companies involved in the electronics, semiconductor, IT and mechatronics industries. In 2007 the Park's output was worth over 670 Billion NTD. ¡¿CPT Longtan Optoelectronics Park¡G Over 200 Billion NTD in investments have been attracted to the Park by making hillside land available for development. Topping the Industrial Development Ratings for Six Years Running Taoyuan has a well-developed manufacturing industry based around the primary industries, conventional industries, the high-tech industry and the opto-electronics industry. By the end of 2007 there were 10,486 factories registered in the County. These factories' outstanding performance meant that Taoyuan County was rated number one in Taiwan for six years running for both factory income and value of factory investments in fixed assets. These form the foundations of our very competitive industries. These provide Taoyuan with a solid R&D and innovation capability. ¡¿Heart of the Global Optoelectronics Industry¡G The Taiwanese opto-electronics industry has continued to grow in concert with the global opto-electronics market as well. The industry is now worth over NT$1 Trillion a year and has become an important part of the Taiwanese technology industry. The heart of the Taiwanese opto-electronics industry is Taoyuan County. Major manufacturers such as CPT, AUO and Hannstar have invested over 700 Billion NTD in Taoyuan and their annual output is worth over 500 Billion NTD, making them a key center in the global opto-electronics industry. ¡¿Bastion of the International Semiconductor Industry¡G Taoyuan's semiconductor IC industry offers a full range of products and services including design, manufacture, packaging and testing. The most representative semiconductor companies include ASE, the world's largest packaging services provider. Other well-known manufacturers include Nanya, Phoenix Precision, Unimicron, Kinsus, Compeq, Subtron and DayShine. Together they have combined output worth over 300 Billion NTD a year. ¡¿Value-Adding through Medical Bio-Tech¡G The bulk of bio-tech companies in Taoyuan County are made up of pharmaceutical manufacturers. Well-known names with factories in Taoyuan include U.C. Pharma, Sintong, Grape King and Kwangdong. The local cosmetics manufacturer Arwin Bio-Tech has also successfully reinvented itself as a tourist factory. ¡¿Taiwan's Capital of Automobile Parts¡G Taoyuan County's records show 396 companies registered as being involved with the automobile parts industry. Well-know local automobile companies such as Kuozui, Toyota, China Motor, Ford and Honda all operate local factories that have a combined output of up to 70 Billion NTD a year. ¡¿Leading the Way for the Taiwanese Logistics Industry¡G Taoyuan is not only home to 1495 logistics businesses, the most of any region in Taiwan, but also the largest and most complete logistics services as well. These include manufacturers' logistics centers such as Uni-President RSI and Taiwan Service Merchandise Co.; retailers' logistics centers such as Eslite Logistics; importers' logistics center such as Amway; specialist logistic centers such as Tjoin; and couriers' logistics centers such as UPS and FedEx. The comprehensive upstream and downstream logistics supply chain generates nearly 500 Billion NTD a year. Brand Marketing in Taiwan To recognize the contributions from local businesses, Taoyuan County pioneered a brand value-adding project for local manufacturers to help preserve their cultural heritage. ¡¿Industrial Culture Hall¡G Taoyuan County worked with 14 specialty industries such as the Tungho Musical Instruments, Arwin Museum, Coca Cola World, I-Mei Workshop and the Kuo Yuan Ye Museum to set up learning resources for school excursions and lifelong learning in the community. ¡¿Famous Historical Brands¡G Taoyuan County was the first to conduct a full survey of local businesses that played an important role in the history and memories of the local people. This aimed to combine the local industries with tourism, education, culture, leisure and food so they can be rediscovered and promoted in new and systemic ways. ¡¿'Evergreen Enterprise Award for Excellence" and "Special Enterprise Contribution Award"¡G The "Evergreen Enterprise Award for Excellence" and the "Special Enterprise Contribution Award" were established by Taoyuan to recognize and reward outstanding local businesses for their contribution to the County's industrial and commercial development. Criteria for these awards include having operated in the county for over 30 years, outstanding business performance and making tangible contributions to the County's economic prosperity and social progress. A Lifestyle County that Puts Happiness First Taoyuan County is not only the "Top Investment Promotion County" when it comes to investment promotion and growth in taxation revenues but has also delivered spectacular results in realizing the vision of a "Lifestyle County". ¡¿High Quality Education through 100 New and Renovated Schools in 6 Years¡G Taoyuan has invested over 120 Billion NTD in the education system over the last six years. This amounted to over 40% of the total County budget. This has allowed 138 schools to be built, renovated or expanded. ¡¿Taiwan's First New Immigrant Learning Center and International English Village¡G Taoyuan led the way in establishing the first New Immigrant Learning Center in Taiwan to provide foreign spouses with diversity education as well as basic jobs and parenting skills. A bike path network has also been developed with a total length of 125KM. ¡¿Social Services for Women and the Elderly, High Risk Family Management¡G The "Taoyuan County High-Risk Case Management Center" pioneered the integration of medical, social worker, education and community services to provide assistance to high-risk families within the County. ¡¿In-depth Cultural Experiences and a Literary Taoyuan¡G The County launched "A Cultural Festival in Every Township" initiative to integrate local culture with tourism development. The hosting of events such as the Military Dependents Village Cultural Festival, Hakka Cultural Festival, the Dashi Cultural and Arts Festival, and the National Book Fair have all helped to energize Taoyuan's local culture. ¡¿Mixed Industrial-Commercial Districts for Better Urban Amenities¡G Taoyuan is home to the most number of mixed industrial-commercial districts in Taiwan. The Tai Mall and MetroWalk shopping centers have all established a name for themselves over the years and now provide all kinds of amenities for urban living. ¡¿Cultivation of Local Culture and Development of Boutique Tourism¡G By drawing on the County's unique tourism resources, Taoyuan County now offers quality themed tours that involve bird-watching, live fish, lotus flowers, nectarines, flower seas, fishing harbors and the Chiang memorial parks. ¡¿Rising to the Top ¡V Pursuit of Excellence, Experience of Happiness¡G Taoyuan County's efforts in investment promotion, taxation, industrial output, education, environmental protection, public safety, social welfare and community building were rated No.1 in 64 categories within Taiwan, making Taoyuan truly a City of Happiness. Change the story of a rock gold ¡¿Key Bastion for the Global Semiconductor Industry: Hwaya Technology Park ¡´Development on the Hwaya Technology Park almost came to a halt because height restrictions and water supply problems couldn't be resolved. ¡´The Taoyuan County Government took the initiative and helped businesses through: ¡½Lobbying for hillside development restrictions to be lifted ¡½Lifting of height restrictions so high-tech equipment can be installed ¡½Solving the problem of inadequate water supplies ¡´The Hwaya Technology Park is now fully occupied by business tenants and generated over 670 Billion NTD in 2007. This was around half of the Hsinchu Science Park. The Hwaya Technology Park attracted high-tech tenants from the electronics, semiconductor, IT and mechatronics industries. It is a leading supplier of wireless handheld devices with revenues of over 100 Billion NTD a year. ¡´ƒÜ In the face of stiff international competition, HTC began planning for new global operations and R&D headquarters. The expansion of the HTC plant however ran into difficulties because it was located on the county boundary and extended out of the industrial zone. ¡´ƒÜ The Taoyuan County Government organized a joint review in collaboration with the Taipei County. This helped HTC successfully apply for the sewage hookup and building permission required for its global strategy. ¡¿A role model in the transformation of traditional industries: Yamaiji Umbrella ¡´Seven out of every ten premium umbrellas in the world are Yamaiji products. 200 new styles are developed every year, providing clear proof that traditional contract manufacturers can still produce the world's top boutique products. ¡´Taoyuan County Government's efforts in marketing the top local brands and evergreen enterprises drew the attention of the international media. The exposure helped transform Yamaiji from a supplier to the Asian markets to the supplier for leading international fashion brands. ¡¿Leader of the international semiconductor equipment manufacturer: ASML Taiwan ¡´Dutch-based ASML is the world's leading provider of lithography systems for the semiconductor industry. By 2007 ASML products had acquired a 65% market share and its clients include the top chip makers around the world. ¡´Despite intense Korean competition, ASML ultimately decided on Taoyuan.
