Foreword
 

  In the five years since County Magistrate Chu took up his position, Taoyuan County has grown from one of Greater Taipei's satellite cities into one of Taiwan's five major cities in its own right. The county population has also increased by more than 160,000 and is now approach 2 million. This is the reverse of most of Taiwanese counties and cities where there has been a long-term population decline. When it came to county governance, Taoyuan County came top in the country in 48 benchmarks encompassing culture, education, fire and public safety.

  The County's total industrial output has now surpassed 2.4 Trillion NTD, with actual tax revenues rocketing from 91.1 Billion NTD in 2001 to 208.14 Billion NTD in 2007, an increase of over 230%. The unemployment rate has also dropped from 5.31% (above the national average of 5.22%) to 3.95% by 2007. The most important factor behind Taoyuan's quick turnaround and strong growth is the county's success in investment promotion. In Magistrate Chu's term alone, total investments in the county have exceeded a trillion dollars.

Magistrate Chu has made "Investment Promotion" a key part of his platform since he took up his position. This leveraged the excellent relationship between the county government and the private sector, harmonious development relationship as well as the county's outstanding geographical location, industry clusters, manpower resources and excellent transportation infrastructure. Taoyuan County well-developed local industries offer strong advantages and great potential in sectors such as logistic operations, opto-electronics and semiconductors, high-technology, aerospace, automobile electronics, medical bio-tech, agri-biotech, green energy and the conventional industries.

  While the number of registered factories in the County did not change significantly between 2001 and 2007, between 2002 and 2003 the MOEA revised the guidelines for factory registration and required all factories to renew their registration. Nearly 1,500 factories were de-registered as a result. This means that the number of factories have actually increased, the reverse of a general decline in factory numbers seen elsewhere in Taiwan. The number of registered businesses grew slightly between 2001 and 2003 but dropped to under 40,000 in 2004. The number of registered companies however grew steadily, increasing from 38,000 in 2001 to over 59,000 by 2007. This showed a clear shift towards the company legal entity in for-profit organizations.
